You need to download darcs-latest-win32.zip dated 2004/03/19.

My personal preference is to keep non MS Windows OS files in a separate dir
(c:\windows is messy enough already!) eg. d:\utilities\darcs\

Use the darcs.exe from darcs-latest-win32.zip. That should solve your
problem.
