Get the ghc binary distribution from 
http://www.haskell.org/ghc/download_ghc_642.html

If you have cygwin, I think you can get everything else you need 
(primarily autoconf) fairly easily.

Beyond that, I think everything is documented at

http://www.darcs.net/manual/node3.html#SECTION00330000000000000000

I'm sure I've missed something, but that should be enough to get you as 
far as an irritating error message.
