Removing CC to patches at darcs.net since I don't know the rules there.

These look fine to me, except that if I understand you, you should
drop the "seems" in the second message because the text *is*
well-formed UTF-8 (even if the user may have intended something else!)
I think the second message would also be improved by phrasing as

    Warning: sending mail as UTF-8 (since it is well-formed), ignoring
    your locale.

I think the reordering is marginally, but clearly, better because it
brings the reason closer to the main action.  The substitution of
"ignoring" for "regardless of" is a matter of personal taste, and you
should get other opinions (at least your own :-) before making that
change.
