Would it make sense to disable this by default, and provide command
line arguments to enable it?

darcs amend --dont-modify-remote (default)
darcs amend --modify-remote

If the user modifies patches that exist in the remote repo, but didn't
pass "--dont-modify-remote", darcs could fail with a message along the
lines of:

"Warning: you tried to modify patches that also exist in the default
remote repo. This will likely cause a conflict. Use 'darcs amend
--modify-remote' if this is what you meant to do."
