I've just fixed this on HEAD, and I've got a candidate backported patch
for 2.8:

I'm in two minds about whether to do this on 2.8; the fix (probably)
changes the behaviour of --tag, --from-tag, --to-tag for all commands. I
think it's the right change, but it feels a bit big for a point release.
On the other hand this is a nasty bug that I think is also a regression
from 2.5.

Just to get a sense of the options, is using a custom darcs an option
for you? You could either use HEAD or a patched 2.8.
