A Google search for "mac mini rack shelf" throws up plenty of hits, with 
various configurations depending on how many Mac Minis you want to rack.

Some Googling throws up plenty of instruction pages, so it's definitely 
possible to run OS X in a VM on any old x86 machine. However, the EULA 
forbids you from running it on non-Apple hardware:

So I guess it depends on whether the EULA is enforceable in your 
jurisdiction.
